Officially, South Korea is still at war with North Korea. They never signed a treaty ending
the Korean war, only an armistice. Even though hardly anybody in the south actually
expects the North to invade again, they (the North, I mean) still do some saber-rattling
on occasion. So, just in case, South Korea maintains a 600,000 man standing army (and
a draft). But honestly, there isn't a lot for them to do. So they often get assigned to public service, such as clearing ice off the sidewalks.
